From bright spots to a system

Measuring education-employment linkage in Colorado's career and technical education system

Enlarged view: Colorado's KOF EELI score is low compared to international scores
Colorado's KOF EELI score (in pink) compared to international scores

In this report, we apply the KOF EELI education-employment linkage index to high school CTE in the state of Colorado. The score is low because the state's employers and education-system actors do not currently share power. Improving the equilibrium between both sides' power over CTE would help young people prepare for and enter the labor market. Our specific recommendations are to increase workplace learning in both quality and quantity, and to increase the role of employers in designing and updating content and standards for CTE.
